Autopilot limits me to 45mph when traveling on many rural Minnesota roads even though all rural areas are, by default, 55mph unless posted otherwise. Most of said areas have no posted signs declaring any speed at all. This is quite frustrating. How can I file this complaint with Tesla?

I don't know, but if you have FSD beta you could activate it on one of those roads then disengage and give that as voice feedback.
Go on https://www.openstreetmap.org/ and adjust the speed limit. Sometime over the next year or two, those changes may get incorporated into the maps the Tesla uses.
Thanks for the idea. Don't have FSD yet, but probably will try it in the near future.
