Tesla's FSD Beta is currently limited to the US so Tesla can focus on advancing FSD before adapting it to other countries' traffic rules and laws.
However, Elon has previously stated that Tesla will be expanding the program to Canada in the near future.
FSD Beta coming to Canada

Last November Elon took to Twitter to comment on the expansion of the FSD Beta to Canada, saying, "No guarantees, but maybe next month. Requires quite a lot of incremental testing & code tweaks for different road system in Canada."
A month has come and gone, and while Tesla isn't always accurate with their timelines, they do deliver. Yesterday Elon provided an update on when he thinks Tesla will release the FSD Beta in Canada.
Elon said that Tesla "will start rolling out FSD beta in Canada cautiously in next 2 to 4 weeks."
Tesla is currently testing FSD Beta 10.9 with employees and FSD Beta 11 is due out next month. It's possible that Tesla will tie FSD Beta 11 to the expansion of the program into Canada.
Elon hasn't elaborated on how Tesla plans to expand the program to Canada, but given that he said Tesla will cautiously expand to Canada, it's likely that Tesla will utilize its Safety Score program in Canada as well.
In the US Tesla started expanding the FSD Beta with its Safety Score calculator in October. Initially, Tesla only opened up the beta to owners who achieved a score of 100 but later opened it up to users who had a score of 99 or 98 as well. We've seen new testers enter the program with a Safety Score as low as 97, but nothing below that.
We should know more soon if this will be Tesla's approach to releasing the FSD Beta in Canada as well, but it's the most likely scenario as Tesla continues to use the Safety Score in the US.
Tesla released the FSD Beta Request Button in the US several weeks before expanding the beta in the US, so we may see the button become available in Canada soon.
