If its part of FSD 12.5 it will likely not come to anywhere in Europe until we also get FSD Access, as far as i could read from the article.

It will be part of FSD only but Elon also said they are working on worldwide FSD regulatory approval currently. Not too sure on the timing but i guess once going wide in the US and China then the EU will follow with a couple months delay as usually…

They're going to need a lot of revision numbers to add: sunglasses monitoring, reverse, summon/banish, cybertruck, hw3, vehicle-to-fleet, better lane changing, and highway stack.
