You're not alone! I have a 2018 legacy Model S with HW3 and previous 12.x versions weren't great, but I could still use FSD. But once I got 12.6.3, it's so bad that I had to turn off FSD and switched back to Enhanced Auto Pilot. I see that 12.6.4 just started going out, so I'll try FSD again...
